An interesting fact well known to us but somehow down the line we were nearly getting confused due to bureaucratic usage of wrong connotations.
A Military officer and the rank and file have earned their ranks for life & thus the Rank never retires. Here is the official authority for Military officers
to continue using their ranks against their names for LIFE since the Rank is given by the President of India through a commissioning document signed by him in person, to the MILITARY OFFICERS for life. Article 18 of the Constitution confers this right of using Rank before their names for life as well.

18. Abolition of titles No
title, not being a military or academic distinction, shall be conferred by the
State No citizen of India shall accept any title from any foreign State No
person who is not a citizen of India shall, while he holds any office of profit
or trust under the State, accept without the consent of the President any title
from any foreign State. No person holding any office of profit or trust under
the State shall, without the consent of the President, accept any present,
emolument, or office of any kind from or under any foreign State Right to
Freedom.
In addition, a relevant extract from Govt of India, Ministry of Defence letter
No F.28(I)/82/D (Coord) dated 27 July 1992 clarifying the Use of Military Ranks
after release is reproduced below:-
“In
supersession of the existing instructions on the subject, it has been decided
that, apart from service officers of the regular Armed Forces, only the
following categories of persons are entitled to use Military Ranks with their
names in the manner indicated below, in each case:-
(a) Use of Military Ranks by officers of the regular Armed Forces after release
etc.
(b) Regular/Permanent commissioned officers who retire with pension or gratuity, eg Brig Amar Nath, AVSM (Retd), Air Cmde Bharat Bhushan (Retd), Cmd Chadra rakash, Vrc (Retd).”

ReplyDeleteI have taken 'PMR and not VRS' as some civilian champions would like to say, in 1992 and do not use RETD with my name though I was not aware of the info given by Maj Gen VK Singh.
I strongly believe that having given our life [youth] to be a proud 'fauji', why should we add 'Retd' before, in the middle or after our Rank and Name?
By the way, a totally different request. Through your great site, I want to trace a long last friend RAMA from the Signals.He was a smart, handsome Captain in 1973-75 posted at Jodhpur when I was posted in a Helicopter Unit as a Flying Officer. Rama is from Palghat(?) and we had some wonderful time at Jodhpur. Along with him at the Army base was then Maj Thimmiah.

How do I thank the SIGNAL PARiVAAR?
ReplyDeleteApart from Brig.Dhand who went out his way to post my 'LOST a friend' comments both in his blog and in yahoo groups and mentioning about Ramas, there were many veterans who offered help in tracing my long lost friend Rama. Major(Dr) KL Chandrashekar, a professor in KL, Malaysia, thought fully wondered whether I was referring to late Col.Rama Rao?
Col.Nair gave the info that there were two RAMUS both from Signals and HANDSOME [my ref]
Col.VRK Prasad who was bang on target in giving Col.Ramachandran Vizhakat's cell # and email ID.
My doubts were cleared when Bhupendra Sharma, President RDOA, gave the same number and email id.
I learnt that Col Ramachandran is settled in Pune.
The surprise never ended there.
This morning I called up the number and asked,
" Am I talking to Col.Rama? "
" speaking..." there was a little hesitation in hearing a 'new' voice.
" Were you in Jodhpur during 1973..?"
" Yes..."
" Do you remember an Air Force Officer..." even before I could complete, I heard the scream,
" Hi JP, how can I forget you..." there was lot of excitement in Rama's voice.
My heart was filled up with joy.
My wife, standing next to me gave an understanding smile of a 'fauji wife'.
Rama and self exchanged a few thoughts and facts about our families [mind you we both were young and eligible bachelors in 1973] and obviously 'became forty years younger'.
When asked " hope I have not disturbed you with this call during your work..."
"No,no..I have just finished a round of golf and relaxing..." replied Rama.
Needless to add, our days are made.
Once again thanking Brig.Narinder Dhand and all those who helped in tracing a friend.
ps: During my twenty years in IAF, I had always felt that there was some hesitation in making a strong bond among the three Services not counting individual friendships and connections. My last posting and a long one at that was in HQs, New Delhi [and during my deputation to 1982 Asian Games as a Dy Director Protocol], I had personally felt and experienced the same. One of the reasons why the civilian babus have taken us for ride and exploited the lack of cooperation/closeness among Army, Navy and Air Force.

You have rightly mentioned about the hesitation, which has been purposely created by some for their own benefits incl bureaucrats. I have had the privilege of making good friends from Navy as well as Air force from the Tri services institutes like NDA, DSSC CDM and NDC apart from inter-services course which should be given a flip.
Things are better now as I perceive.
