GOVT HAS ANNOUNCED IMPLEMENTATION OF OROP FOR THE ARMED FORCES ON THE 7TH OF NOV 2015.
The main contents of the notification on OROP are as under:-

1. Pension of past pensioners would be re-fixed on the basis of pension of retirees of 2013 & the benefit will be from 1 July 2014.
2. Pension will be re-fixed as per average of min & max pension of personnel retired in 2013 in same rank & same length of service.
3. Pension for those drawing above the average shall be protected.
4. Arrears will be paid in four equal half yearly installments.
5. All family pensioners including those getting Spl/Liberalized family pension & Gallantry award winners to get arrears in 1 installment.
6. In future, the pension would be re-fixed every 5 years.
7. Personnel who opt to get discharged, now on, on their request will not get benefits of OROP. It will be effective prospectively.
8. Govt. will appoint a Judicial Committee to look into anomalies & submit its report in 6 months. 
NOTE - It is first time that the Govt has decided to appoint the judicial commission along with the award to resolve any anomalies which may arise on implementation.
                    The Govt letter which is under issue will incorporate detailed tables of the pension fixation iro pre-2006 pensioners.

New Delhi: Two war veterans today boycotted a function where they were to be felicitated by



Defence Minister Manohar Parrikar, to protest against the delay in implementation of "one rank, one pension" for the armed forces.
               One of them is Wing Commander SD Karnik, a 1971 war veteran who was awarded the Vir Chakra, one of India's top gallantry medals. "Since 1973 we haven't got any support from the government. This is downgrading the armed forces. I am hurt," he said.

1. Prime Minister Narendra Modi was widely expected to announce it on Monday when he addressed a rally in Mathura in Uttar Pradesh, but he didn't.
2. NDTV has learnt that the file on one rank, one pension, a BJP election promise, is currently shuttling between the Finance and Defence Ministries after several queries were raised. Sources tell NDTV that the government doesn't want to announce anything that can be challenged in court.
3. "One rank, one pension" means that the same pension will be paid to personnel retiring in the same rank with the same length of service, irrespective of when they retired.
4. "I may not like ex-servicemen protesting but they are being pushed into it," said former Army Chief General VP Mallik. Ex-servicemen say they call it NATO - "No Action, Talk Only."
5. Currently, the pension for retired personnel is based on the pay commission recommendations at the time when the personnel retired. For instance, a Major General who retired in 1996 draws less pension than a Lt. Colonel who retired after 1996.
6. With one rank, one pension, retired personnel would draw the same pension as officers and jawans of the same rank who are retiring now. They would also be entitled to a year's back pay in pensions at the new rate, which would be a windfall for pensioners.
7. Six years ago, the Supreme Court directed the government to follow a one rank, one pension principal for retired servicemen. In February this year, the court said failure to implement it within three months would mean contempt of court.
8. One rank, one pension will benefit 25 lakh ex-servicemen. It is expected to cost the government more than Rs. 8300 crore a year.
9. In its Budget last year, months before the national election, the Congress-led UPA government announced that one-rank-one pay would be implemented, but allocated meagre Rs. 500 crore seen as inadequate funds for the initiative.

One Rank One Pension to be finalised in April and payment will be in May – OROP arrears to be paid in 4 installments
Hon’ble Defence Minister has assured during the interview telecasted on 13th April 2015 that the modalities are under finalisation for issue of the Govt orders and he is seized with the issue and committed. 


It has also been noted that there have been fake news of meetings and interviews with the RM by various less known people or organisations. We should avoid listening to the rumours designed to lower the veterans' morale.
     We must wait and give time to the Govt procedures for issue of the orders for OROP.

OROP - BRIEFING OF THE DEFENCE MINISTER 

The briefing by service HQs to The Finance and Defence Minister was carried out, and was attended by the folllowing:- 

• Minister Sh Arun Jaitley
• Three chiefs along with their vice chiefs.
• Secretary Defence
• Secretary DESW
• Secretary Expenditure
• CGDA
• Armed Forces Pay cells heads of three services.
• Chairman IESM Maj Gen Satbir Singh
• Chairman IESL Maj Gen Balbir Singh
• Col BK Sharma President RDOA 

The briefing was conducted by Maj Gen Agarwal, Head of Armed Forces Pay cells. All relevant points were impressed upon. Expected question about the expenditure came up during the presentation and the someone threw the feeler that the exp is too much and there must be a mid way. It looked as if it was already planted in the mind of Minister. It was definitely pre-planned way to side track the correct definition of OROP. Estimated exp of Rs 5000 crores.

At this point Gen Satbir Singh interjected and let it be known to everybody that there is only one correct definition of OROP which has been approved by Koshiari Committee and also approved by Parliament in Budget of UPA Govt on 17 Feb 14. Gen Satbir impressed upon that OROP has been sanctioned by UPA Govt but they did not get the advantage of it as they lacked conviction to implement it. Sh Raj Nath singh and Sh Modi had given assurances to IESM and in many meetings that BJP Government will implement it holistically. This is no time to go back on your promises. Ex-servicemen family will not accept this and any dilution of the definition of OROP.

He further pointed out that following points do not find mention in the DGL, If possible these should also be included in the DGL prepared by Armed Forces Pay cells.

• OROP for disability pensioners and in that all cat of disability pensioners must be included
• All categories of family pensioners must be included in the OROP.

At the end one can say that meeting ended with a positive note and hopefully work on issuance of implementation letter will start in right earnest.

              This letter, as per information available on the network , has not been accepted by the MOD as the CGDA has raised some observations based on his own perception and interpretation of the definition of the OROP.

                     Is the CGDA being used to stall the issue...... once again .. We cannot blame him ---

                      He is a subservient of the bureaucracy. 

           The role of the CGDA is accounting of the budget on allotment, He is no more than a Munshi for the MOD and the Three Services  and IS NOT CONCERNED WITH  THE POLICY. 

 PTI New Delhi reported on 3rd June  -   Soon after assuming office, the NDA spokesman said that their government will also work towards fulfilling the promise of giving 'one rank-one pension' to the retired armed forces personnel, maintaining that the issue was used by the UPA government only for electoral purposes. 

Let us pin our hopes on the Modi Sarkar which on assuming office have reiterated their favourable stand on the issue. The issue is incl in the action plan of the new govt which gives us fresh hopes.  9th June 2014. THE OROP ISSUE

1.   A valid Notification on OROP before 5th Mar 2014 could have been a most welcome step by the UPA Govt. The sanction of the VOA by parliament is only for expenditure and not for any scheme which needs to be notified by the concerned ministries.
