SPARSH SOME RECENT ASPECTS

SPARSH is the acronym used for “System for Pension Administration Raksha” and is an integrated system for automation of sanction and disbursement of Defence Pension. It implies that  your pension account still remains in the same bank & branch but the processing activity of pension credit, which was being done by the bank’s CPPC gets shifted from the Bank to SPARSH under the aegis of PCDA(P) Priyagraj. In effect it means that all activities related to your pension will now be with PCDA(P)  after your migration to SPARSH and Banks will have nothing to do

 RBI LAUNCHED CBDC ON 01 DEC AS A PILOT IN FOUR INDIAN CITIES.

WHAT IS CBDC     - To those not well versed with digital currency technology, cryptocurrency and CBDC might seem tobe one and the same thing . But they aren’t. 

1.  The RBI had  mentioned earlier that  “CBDC is the legal tender issued by a central bank in a digital form. It is the same as a fiat currency and is exchangeable one-to-one with the fiat currency. Only its form is different.” In effect, the retail e-rupee will be an electronic version of cash, and will be primarily meant for retail transactions. It will be potentially available for use by all — the private sector, non-financial consumers and businesses — and will be able to provide access to safe money for payment and settlement, as it will be the direct liability

SUBMISSION OF LIFE CERTIFICATE - METHODS 

1.    All pensioners have to submit life certificate once in a year in the month of OCT & NOV by pensioners 80 yrs and above and during NOV by others. For this purpose we need to visit our pension paying banks and submit the life certificate and appear before the bank official. it cannot be done on proxy.

2.     However we can now submit the life certificate on line from the comfort of our homes. there are three methods to do that as explained below.-

Extended Insurance (EI) Scheme.

      EI Scheme is an extension of the insurance cover post retirement/ discharge/release up to a specified period by charging a onetime non-refundable subscription at the time of retirement/ discharge/ release. The scheme over the years has evolved and is applicable to the veterans as per their date of retirement.

It was post 1971 and the nation was euphoric. Our countrymen were lauding the Indian Armed Forces for a spectacular victory that had changed the geography of the sub-continent. The nation was savouring the victory and more than 97,368 prisoners were in our Prisoners of War Camps. It was the second largest surrender in the Military History; second only to the surrender of Gen Von Paulus, German, 6th Army at Stalingrad in the Second World War. The Armed Forces were feted everywhere for its courage and the people were convinced that it was one instrument that would never let the country down.

It is a very simple document which needs no expertise or legal opinion. One can write in manuscript on a plain paper and express his WILL for distribution of his assets in the manner one feels like. SPOUSE NAME MISMATCH- CORRECTION / CHANGE

MISMATCH OF SPOUSE's NAME -- We have recently noticed that there are far too many cases among not only the JCOs & ORs but also among the officers where the names of their Spouse or the beneficiary children mentioned in the official Service records specially the PPO, of the Service Personnel do not match in Toto with the Government issued identity cards/certificates (IDs). It leads to serious problems for the family when the time for the family pension comes. It may take 6 to 12 months before the problem is sorted and the spouse or the family member finally gets the family pension.
We therefore are posting the detailed actions which need to be taken by the veterans while still in good health have the mismatches corrected. Let us first understand as to the Correct Official name of any individual. The name and the date of birth as written in the tenth class certificate is the first and topmost to legally accepted to reckon with,

COMMISSIONED OFFICERS

WHAT IS MEANT BY  COMMISSIONED

Sadly and regretfully,  we the Armed Forces Officers  neither know the meaning of being a "commissioned" officer nor it is a part of our curriculum in the Training Academies or the officer’s courses at any level. You as a commissioned officer are the only category who get a commissioning parchment stamped in the name of the President, earlier it was the King or the Queen who stamped the parchment. By tradition the President uses his stamp and does not sign. No civil servant of even the so called organised Group “A” Officer gets anything like this. They get an appointment letter signed by some Under Secretary in their department.

A commission carries with it the authority of the Constitution to exercise the powers of the State so  vested in the President as mandated, specially of the command of soldiers.

Budget 2019: Income Tax Benefits Under National Pension System

In the Budget 2019, the government made certain changes to income tax rules on investment in the National Pension System (NPS). Union Finance Minister Nirmala Sitharaman increased the income tax exemption limit on withdrawal from NPS and announced some additional income tax benefits for employees who contribute towards the scheme. In NPS, which is a government-sponsored savings scheme, a government employee contributes towards pension from the monthly salary, whereas a matching contribution is made by the employer.

1.  As you know PCDA(P) has upgraded their system and are no more issuing the paper PPOs. The system has been activated by them along with CPPCs of the Pension Paying Banks to issue E-PPOs incl the Pensioners. You can now get your 7 CPC latest Corrg PPO in the comfort of your home after registering with MP 5&6 web site called RODRA . It is a very simple process which is being outlined in this post to guide you to go through the steps to register, log in and downloading  your E-PPO. 
2. E-PPO has now become essential document to get ECHS 64 kb card. In all future correspondence with PCDA (Pensions) Allahabad or PCDA (O) Pune, you need to quote your E-PPO No. You can also call PCDA (Pensions) Allahabad and find out your E-PPO No and Notional pay as on Jan 2016.

Constitutional military executive authority of the soldiers comes out of the following articles:

1. Article 18;- respects the "Title of Ranks" of Soldiers even after his death. Soldiers never retire. Title of Ranks never die.

2. Article 34:- Gives military a political executive authority to intervene by declaring martial law only to restore democracy. In India parliamentary democracy is supreme. This article makes Indian military as soldiers totally committed to democracy and "we the people".

It is unfortunate that most of us have no understanding of the importance of making a WILL . They keep pending or simply ignore. PLEASE REMEMBER THAT The wife is not the only Natural Heir of the person, after the death of the officer all his properties will be distributed equally among his wife and children.  It is equally valid in case of the wife as well. The Indian succession Act a copy of which is available on this site is very clear on this distribution to all the legal heirs. The big question here is whether you will not like to leave your wife as MASTER and absolute owner of all your assets or leave her to share your assets with children thereby denying her the right of being an independent QUEEN in her remaining life, rather than being partly or wholly dependent on children.

I have taken inputs from Col Mukul Dev’s table of empanelment of IAS Officers of various batches to the post of Director / Joint Secretary / Additional Secretary in central government and how Organized Group A services are benefited of higher pay by NFU.

I also used data available from SAI 2 / S / 2008, Circular 555 of OROP – 2013 and New Defence Pay Matrix issued in the form of Gazette Notification dated 22 June 2017 to arrive at approximate pay of all Officers as on 01 Jan 2016.

Responding to grievances of taxpayers regarding difficulties in linking PAN with Aadhaar as their names did not match in both systems (e.g., names with initials in one and expanded initials in another), the IT Department has come out with a simpler options  solution now. These are explained in the image placed along side. please click this image to Zoom and Read. The most simplified facility is by sending a SMS in the format given in this image. Even if there is monor mismatch in the names on Aadhaar and PAN it can still be linked.

  There are other options too as explained.

FAMILY PENSION - BRIEF

1.       Family Pension. The families of the Armed Forces personnel are granted familypension on the death of a service person/pensioner. Family pensions are of three kinds, namely, Liberalized Family Pension, Special Family Pension and Ordinary Family Pension. The eligibility and conditions under which these pensions are granted are given at GOI/MOD letter No. 1(2)/97/D (Pen-C) dated 31 January 2001. These provisions are also discussed in the succeeding paragraphs. Liberalised family Pension (LFP) 2.           Eligibility. The eligibility criteria are as follows:-

(a)          Death or disability due to acts of violence/attack by terrorists, anti-social elements, etc whether on duty other than operational duty or even when not on

3.   The window below is live on line to search for your individual data base by inserting preferably your last name or any portion of your name after deleting the default name displayed there followed by the ENTER KEY on your laptop. This being a wild cart search one can insert even few consecutive letters of your name.  

NOTES :- 

(a)  Ladies should search by typing "Mrs followed by One Space and Last Name'    

(b)    Members who do not use last name or has 'Singh" after their names should enter the FIRST NAME for Search

4.   The search results are shown in this window for the name search will take you to name that is first in the data base of the similar search characters. 

5.    The upper portion of the window shows complete data for the searched name viz serial number of the data base , Complete Name, address, Email and special remarks if any. 

6.      The displayed name may not be the one one may be looking for. The lower portion of the window displays one earlier name in the matrix and three following names in serial number of the main display of the above searched name. Check if your desired name is there. If it is there repeat the search with the desired name, One will get the complete data base displayed.

7.    However in case the desired name is not there then repaeat the search with the lat lowermost name.

8.     The results displayed will be related to the base name under search. One will certainly get the desired Data by repeating the process provided the same is recorded there in the data base.. 

9.     In case the data under search is not available the Results will Show N/A. In this case the data base needs to be updated. One should forward the data to mgr.grps@gmail.com for inserting in the data base.

10.    The web does not save your data in the web the page and reverts to default setting as you close the web page .
