A UNIQUE PLATFORM FOR PENSIONERS' WELFARE
The Defence Account Department headed by the CGDA is constantly engaged
in addressing the grievances of the large community of Defence veterans and the ir fami lies
and has ta ken
a number of proactive steps to reach out to
them going beyond convent ional methods of replying to pensioners' queries and concerns through letters, email, telephone etc. The platform of
Defence Pension Adalats
has been used to reach out to
large number of Defence pensioners (current number 2 .5 million) spread
across the country
and especially t hose located in
remote regions of the country . These Ada lats have been highly successful a nd well received by both t he Pensioners as well as var ious author ities in redressing the grievances of the pens ioners literally

The platform of Defence Pension Ada
lats, held under the overall aegis
of
Ministry of Defence, was
set up in 1 987
as a ma j or step towards settling pension related queries ad g rievances of t
he Defence pensione rs. The first Adolo t was
held on
Decembe r 29, l987
at Jallondhar. Since then, the CGDA hos held 1 37
odolots in 89 stat ions
across the
country. Till date, about 56837 grievances received in various
adalats hove been settled to the satisfaction of the applicants.
The Defence Pension Adalots have become a unique forum
where oil
the concerned agencies involved in pension process ranging from Record Offices,
Pension sanction ing authorit ies to representatives of Banks, treasur ies, DPDOs etc. come togethe r and resolve
the grievances o t he
pensioners in a comprehensive ma
nner. The
dates and venues of the Adalat are adve rtised in adva nce
through loca l
media, loca l

administ ration including the Zilla Sain ik Boards, Defence/ Military authorities in the area seek ing
app
lications from
the pensioners residi ng in
those a reas as also to
toke
part
in the Adolots and seek on
t
he
spot
redressal of their pension related queries or
complaints. As a resu
lt of advance mobilization, financ ial
benefits ore a lso
disbursed during these
Ado lats based on rev
ised entitlements worke d out
in
response to applications made prior to the date of Adolot . The Ada lots also serve as a forum to disseminate
latest orders and improvements on
the pensio n side to not only the pensioners but a lso to local military a nd disburse
ment authorit ies like Banks, Treasuries etc . Besides, the Platform of Adala t is also utilized
by the pensioners and the local military authorities to know and disseminate various ot her welfare act ivities for the Ex-servicemen.
The venues for t
he Ado lat are determined based on number of pensioners located in those areas and
feedback or requests received from pensioners, pensioners' groups or Defence formations. Applications are sought in advance and action taken on each of
them in associat ion with Record offices, Sanctioning authorities, disb ursement agencies like
the banks, DPDOs, treasuries etc prior
to the dotes of the Ada lot to ensu re that disburse ment is made or complaint settled during the Adala t program. Broadly, the grievances range from delays in disbursement of pensionory awards and release of
arrears, re-.fixation of
pension conseque nt to issue
of orders revising
pension awards, in-correct
fixat ion, wron g payments and seeking conf irmation on disburse
ment of correct pens
ion dues .

During these Adalats, about
70
% of
the grievances received
hove been settled to the satisfaction of the
pens ioners by off icers of
PCDA (P), DPDOs,
Banks, Record offices I Services representatives .

the Defence Pensioners ,the CGDA will be holding 8 Defence Pension Ada lats
in the yea
r 2016, starting with Adolot in Kochi in Mo rch 20 16 and, thereafter, one in ea
ch zo ne including one in North East - at Aizwo l, Mizora m. It hos also been
decided lo
to ke customer

satisfaction to higher level by turn ing the
Adolot into
a
digitized platform where the
data base of all agencies invo lved in pension
entitlements, sa
nct ion
a nd disbu
rse ment will be ava ilable on the spot
to address a nd cull out s pecif
ic pension detai ls from the digitized reco rds and redress
the grievances on the s pot. Eff o rts are also
being made to bring in more agencies on
the Ada lat platform to
provide
one s pot holist ic
so lutions to the pensioners' grievances. For schedule

The Defence Accounts Depart ment is committed to reac hing

related grievances holistically and in a time bo und manner. We in the depart

lat w ill give greater satisfaction to the pensione rs and will resolve most of their queries on t he spot .

lled at the
off ice of PCDA (P) Allahabad, which enables the pensioners to call at the tol l free number a nd seek pension related inform at ion or redress t heir

ReplyDeleteThere are lot of delay, and discrepancies in disbursing pension to pensioners. Shame to say they even ready to ignore. Many bankers paid OROP.CENTRAL BANK OF INDIA VERY VERY SILENT THOUGH THE GOVERNMENT HAS GIVEN CLEAR INSTRUCTIONS AND MANY BANKER PAID. In BRIEF I DONT WANT OROP. BUT CENTRAL BANK OF INDIA BEING DISBURSING AUTHORITIES SLOW LIKE DONKEY IN DISBURSING OUR DUES. Where is lacunane. CENTRAL BANK OF INDIA THE FOREMOST BANK NEED ( FOR FIN MIN ARUN JETLEY attention)to be merged do we need INDIA.
